Celine joined the Ballmer Group in September 2022 as a Portfolio Manager, where she guides philanthropic investments to support multisector, place-based partnerships across the country. She brings to this role over 20 years of experience in improving outcomes for children, youth, and families.

Most recently, Celine served as Chief of Staff and Interim CEO at Martha’s Table, a large-scale direct-service nonprofit providing holistic support for families in DC’s Anacostia and Columbia Heights neighborhoods. During the height of the COVID-19 pandemic, Celine oversaw the rapid adaptation of the organization’s operations to meet the exponentially growing needs of residents, as well as the evolution of the 40-year institution to be more community-centered and equity-focused. During her tenure, the organization modernized its finance and human talent systems, re-imagined its education, physical and mental health, food, and clothing service delivery models, and launched a new five-year strategic plan that was 100% community-designed.

Previously, Celine served in senior roles, leading policy and cross-system collaborative efforts to improve outcomes for older youth. As Deputy Director of Raise DC, Celine led the design and implementation of the “Bridge to High School Data Exchange,” creating a unified approach for how DC Public Schools, public charter schools, and the Office of the State Superintendent of Education share attendance, behavior, and course data for more than 4,000 rising 9th graders. As Senior Advisor to the DC Deputy Mayor for Education, Celine managed key legislative and policy activities related to dropout prevention, reconnection, and workforce development, including co-founding the city’s first youth ReEngagement Center.

Celine holds an MA in Education Policy from George Washington University and a BA in Elementary Education from American University. A native of Guam and a former army brat, Celine calls Washington, DC home, where she lives with her husband and tries to keep up with two energetic kids.
